Moving from China

Moving to New Zealand from China

Applications from China cover the full range, from students to investors. Document certification and evidence of funds are where most of the delay sits.

The short answer

How do you move to New Zealand from China?

New Zealand's visa rules are the same wherever you apply from. What differs for Chinese applicants is which routes are actually used, which documents your country issues and how long they take, and which mistakes recur. Applications from China cover the full range, from students to investors. Document certification and evidence of funds are where most of the delay sits.

  • Police certificates are required from every country you have lived in long enough to trigger the requirement, which for many people means more than one.
  • Medical examinations must be done by a doctor on the Immigration New Zealand approved panel. A medical from your own doctor is not accepted.
  • Whether an overseas qualification is recognised is decided by NZQA, and for regulated professions by the relevant registration body, not by Immigration New Zealand.
  • For most work visas your employer must be accredited and the role must pass a job check before you can apply at all.
  • Immigration advice about New Zealand may only be given by a licensed New Zealand adviser or lawyer, wherever in the world they are based.

Documents, and how they have to be presented

More applications from China are delayed by document form than by document substance. Immigration New Zealand has specific expectations about certification and translation, and a document that is genuine but presented incorrectly gets sent back the same way a missing one does.

Two habits save the most time. Have translations done by a translator whose work Immigration New Zealand will accept, and keep the original alongside the translation rather than submitting the translation alone. And check the certification requirement for each document type separately, because it is not uniform.

Evidence of funds

For student applications and for anything involving investment, the source of funds is examined at least as closely as the amount. Immigration New Zealand wants to see where the money came from, that it is lawfully held, and that you have genuine access to it.

Large recent transfers with no explained origin are the single most common reason a well-funded application is questioned. Prepare the history rather than the balance: statements over a period, evidence of the underlying source, and a clear explanation of any transfer between family members.

The funds transfer scheme is one way to make the living-costs part of a student application straightforward, and it is worth reading about before choosing another approach.

Qualifications and English

NZQA assesses whether an overseas qualification is recognised in New Zealand and at what level. This is separate from Immigration New Zealand’s assessment, and separate again from the professional body for regulated occupations.

For English, remember that your education provider and Immigration New Zealand set requirements independently. An offer of place is not evidence that you meet the visa’s English requirement.

Study, work and what connects them

Studying in New Zealand does not lead to residence on its own. It can be the first step on a path that gets there, and the step that actually counts is the skilled work you do afterwards.

That makes the course choice consequential in a way that is easy to miss. Before enrolling, establish what post-study work rights the qualification produces and what kind of role it leads to, because those two answers, not the course itself, determine whether the plan works.

Police certificates and medicals

Start both early. They come from third parties and they are the most common cause of an otherwise complete application waiting.

The police certificate requirement follows the countries you have lived in, not your nationality. Time spent studying or working in Australia, Singapore, the United Kingdom or elsewhere usually adds certificates people did not plan for.

Who may advise you

Immigration advice about New Zealand may only be given by a licensed New Zealand immigration adviser, a New Zealand lawyer, or a person with a specific exemption, wherever in the world they are operating. Agencies offering New Zealand immigration services from within China are covered by that rule.

The public register lets you check any licence yourself, and it is worth checking before you pay anyone.

Where to start

Routes Chinese applicants most often use

Ordered by how commonly they are used, not by how easy they are. Each one is assessed on different evidence.

Start these first

The four things that hold applications up

All four come from someone other than you, and all four run on their own timetable. Beginning them late is the most common self-inflicted delay.

  • Police certificates

From every country you have lived in for long enough to trigger the requirement, which is often more than one. Slow, and outside your control.

    Find your country’s issuing authority
  • Medical examination

Has to be done by a doctor on the approved panel. A medical from your own doctor does not count, however thorough it is.

    Find an approved doctor
  • Qualification assessment

NZQA decides whether an overseas qualification is recognised and at what level. Immigration New Zealand does not, and professional bodies decide separately again.

  • English evidence

Check which tests and scores are currently accepted before you book one. Sitting the wrong test is a common way to lose a month.

This page explains how the process works. It cannot tell you whether your own application will succeed, because that turns on facts only an adviser who has seen your documents can weigh up.

In New Zealand it is a criminal offence to give immigration advice without a licence or an exemption. ProVisas holds IAA licence 201301110.
